I can guess, that foot is stuck to the ground. Very puzzeling, something to keep me awake tonight.
I guess I'll just have to wait till tomorrow.
I love a mystery, and this one's very clever. These shoes do look stuck to something, and I see a small plaque off to the side. So here's my guess. I don't think this is a real foot. I think it's some kind of display or artistic thing. It's obviously two feet, though. Perhaps a statue or mannequin of some sort.
Alright, I've now narrowed down my guess. It's a statue, and It's of a famous nurse. Maybe Florence Nightingale. Or a Red Cross worker.
